This is a Variety type coin that can be found in the Cherrypicker's Guide and recognized by CONECA. Doubling is most evident on "PASS AND STOW" located on the Liberty Bell (reverse). This is a very unique variety coin for the proof Franklin series that is quite rare with a low population. This is a newly discovered and addition to the CPG and CONECA.
