This MARX Dancing Popeye on a roof-top tin toy is in fair condition. He has his original pipe. The graphics on 3 of the sides are pretty good, but on one of the sides shows signs of wear.
This toy does not come with the original shaft. Wind-up mechanism does work (it is not sprung) just could use a service and shaft replaced and he would dance nicely. The switch does work as it should.
If you are looking for a solid tin toy with minimal repair work necessary...this is... the one!
