1946 COVER AIR MAIL TO SHANGHAI CHINA WITH CANCELLED STAMPS AND CENSOR STAMP?

This is an envelope mailed air mail to Shanghai, China in 1946. It has 2 cancelled stamps on it. The love letter that was enclosed has the date of 6th October 1946 and the notation “Navigation along the river Jangzee.” The author worked on a ship. There is Chinese writing on the front as seen in the pictures and a paper stamp affixed to the back that has Chinese characters and the #0608. There is a handwritten #608 on the front. I’m not sure what that represents but I thought it ...might be some sort of censorship marking.
