Large framed official government document which appears to be hand lettered in elegant script on high quality cream colored paper by the Bureau of Engraving and Printing. It is affixed with the impressed seal of the United States. It is signed William J Clinton in black marker, it is also signed by Secretary of State, Warren C...hristopher in brown marker. The document is dated July 24, 1996.
