Original Description:
This is a very old patch, so older than the 1954 establishment of the NPA.  It would be for the Tokyo Metropolitan Police Department (Keishicho) police force which was the precursor to the NPA.  I would estimate from the aging and design that this is late 19th or early 20th century, so over 100 years old at least. It is gold bullion on black felt.
