Antique CONNECTICUT POLICE S. L. & S. C. BUILDING Badge 2 Antique Obsolete 1919?

SL & SC would seem to refer to a police headquarters or a building security detail but I have not been able to pinpoint the SL & SC building. One early passing reference online indicates it might have been One Tower Place, Hartford, HQ of... Travelers Insurance and a landmark building ca 1919 -- but I have not been able to confirm that.
Anyway, the badge is in excellent condition and definitely early given the engraving and the clasp. There's no hallmark, which also may indicate old age?
I don't know the composition but appears to be pewter or the like. I have not cleaned it at all and it surely would brighten up if you wanted to go that route. The clasp works well, surface wear & scratching are minimal and there's no indication it's been bent or hit with cleaning products.

On Sep-17-19 at 05:40:04 PDT, seller added the following information:A helpful viewer has suggested the badge is from the Connecticut STATE LEGISLATIVE & STATE CAPITOL BUILDING, which I believe is correct. The Building, a Victorian landmark in Hartford, is now called the State Capitol & Legislative Building.
