You have found a really cool vintage advertising scale. The brand is Hanson, Model 60.
The scale is vintage and does have some rust. When the hook below is pulled that spring still works and the indicators still move...however, I am not sure of the accuracy. I would consider it to be made for a really neat decor peice.
