Vintage Bell Telephone System Lineman ' S (Mystery) Tool. Ocular Level???

Hello, you are looking at a mystery tool found in a tool box that belonged to my friend's Dad who was a Bell Telephone Lineman in the mid 1900's. I can tell that it is a type of level.
This tool is tube shaped, 5 1/4" long, 3" around the barrel, has an eye piece on one end and a clear lens on the other. Each end piece is approx. 15/16" across, and both unscrew.
When you look through the eyepiece you look through a half a circle at what you are viewing, on the right side, an...d you see a vertical bubble level on the left. On the outside of the tube there is a horizontal bubble level attached, and somehow the outside horizontal bubble shows up inside as the vertical bubble.
The tool is made of a black colored metal and is lightly textured. The previous owner's initials are barely visible on the outside. It comes with a sturdy brown leather case with a loop for your belt. Both tool and case are well made. It is a little dirty, but I have not tried to clean it as I don't want to damage anything.
This is a totally neat tool, perfect for someone who collects odd tools, or just a fun conversation piece.
