Original Description:
I'm not sure exactly what this was used for but it works , don't know how accurate it is but if there is wind the dial moves nice and smooth .. One switch on top  locks and unlocks the moving dial and the other switch zeros it out . The case is welded steel a military green on the inside and fire engine red on the outside with lots of scuffs and scratches as you can see in photo . Other than that there is a partial sticker on the casing of the meter with the year 1969 not sure if that... helps ..
