This piece is from my mother's 20 yr collection cut steel I know nothing about it except that she purchased it in England in the 1990'smetal is quite distressed in places, looks rusted do not know if the end pieces are original or pieces that are Victorian that she added some of the chains do not have anything on themthe thin wafers feel like celluloid,  they have numbers written on one of themthe ornate longer scissors have a piece out of the endthe shorter sc...issors say Hallstaff
