Condition as seen.  4 pages Command of General Curtis, Courts-martial by Captain James Smith 18th Indiana Vols of a James Smith in White County Arkansas took up arms as an insurgant against the Union, Convicted for confinement.  Along with a Lewis G Thomas same charges and action.  The actions were confirmed but Questions were raised why more serious charges were not laid against them,    Also talks about Sterling Price licensing Bandits to operate against the ...Union.   And discussion of what to do against Guerrilla's operating in the area.  Their actions in attacking supply trains and murders.  Great information about the lawlessness going on during the early civil war in Arkansas as the Union took back parts of the state!
