These mini balls are different from any other Union minie balls that I have personally dug or seen. They were recovered many years ago from a firing range for the Carlisle War Barracks where new designs of ammunition were tested for their effectiveness. Dean Thomas in his classic work "Round Ball to Rimfire" Part one. on page 26 mentions such testing done there. Instead of having a cone base, these minie balls have a very deep cavity with thin walls down to a flat bottom. Whether this ...design was approved and ordered to be made into cartridges is uncertain. A  .69 caliber minie ball tested at the War Barracks was approved and made into cartridges.
