has DUAL mark on the meter, & has PARK O METER on the base, vintage parking meter. From an estate, I have never put money in it to or tried to test it in any way. The time mark has been in same place since I bought it. Sold as a decoration item. Has keys. 19 1/2 inches tall overall.Tax in California.
