Merry Christmas Tree from Avon was originally sold as a pomander with fragrant wood chips. It also had a set of salt & pepper shakers NOT INCLUDED, and was promoted as a tidbit tray, or tree.
It's a cute small size - about 9" high and 4" in diameter give or take, and does have holes throughout.
The toothpicks I tried fell right through the holes but you might have some larger ones.
Box says it CAN be used as a candleholder.
Comes with original box which shows a good bit... of wear and has some writing on it.
