Cover was apparently readied for a FDC, but the date doesn't match up to the Washington Stamp, Scott #708
The stamp appears to be added, as well as the label.

This item came from a lot comprised of 19th & 20th century covers, US & Foreign. Condition of these were generally better than usual! Still, some of the covers will have faults typical of items that went through the mail during that time.
