These were used to mark skirts and dresses for accurate hemming. You could use pins, there is a slot built into the device for this. You could also use chalk(not as accurate). This one was purchased in the 1960's or possibly '50's. The manufacturer was Orco. It is a used item but has been forgotten and stored for many years.
