Page 2 has: "The Palmetto Flag Waving Over a Connecticut Fortress!--Treason in Connecticut!" and a report from Richmond which includes: "...ascertain upon what terms, if any, the present Union can be preserved; and if not, then upon what terms & with what States a new Confederacy can be formed..." (see).
