I purchased these at a local estate sale and I was told they are German and paper mache. They aren't marked anywhere so I don't know if they are Putz or not. I show t...hem from all sides for you. They are overall in very good condition for their age but one is missing an eye. I show them next to a US Quarter to help you gauge the size. They measure 2.25 inches tall and 2.75 inches across.
