Captain Perley Peabody Pitkin, Assistant Quartermaster of the Vermont Volunteers, was promoted to Colonel in July 1964. In November of that year, upon the wishes of his Governor, Colonel Pitkin resigned from the army to assume the of...fice of State Quartermaster General, which he occupied for 6 years. During that time, he was in charge of the Vermont Arsenal and its stores, the bulk of which he sold after the War to foreign governments to raise money for the treasury.
