Vintage VORNADO ELECTRIC FAN Model 16C2 - 1 6 " Desktop Size Small 2 Speed

This fan is sold in as found condition. I did knock some dust off of it but further detailed cleaning needs to be done.
Fan blade spins freely when turned by hand.
Both speeds on the motor do work as they should.
ISSUES:
1) When the fan is on the head of the fan slowly rotates upward due to movement of the fan blade. I did try and tighten the two screws on each side of the mounting arms but they did not move. I investigated no further.
2) Th...e top rubber style grommet that holds the small back shroud in place has deteriorated from age. Shown in the 5th picture thus the back shroud is sitting loose.
3) A splice in the electric cord as shown in picture 8.
Full dimensions of the fan are 11" across. 12 1/2" tall. 6 1/2" deep.
