This coat is made with a lot of gathered and draped fabric, which makes it difficult to measure. Here are some measurements that might help: from the end of one sleeve, up to the shoulder, across the back neckline, and down to the end of the other sleeve is about 58". From the middle of the back neckline to the bottom of the back hem is about 47". The ends of the sleeves are about 20" around. The coat is batwing or cocoon, so it can fit a great many sizes. I suggest you compare these measurements with a garment you wear and like, to get an idea of how this coat will fit.
The garment tag says the coat was made for Garfinkel and Co., a very upscale early department store. According to the Vintage Fashion Guild website, "JuliusGarfinckel and Company was established in Washington, DC in 1905. In the early1930s the store was located at the corner of 14th Street and F Street, acrossfrom the US Treasury Building. Garfinckel’s was not a true department store, asthey specialized in clothing and accessories and did not carry household goods.They had the reputation of being the most fashionable store in Washington. Ontheir famous Third Floor, one could buy copies of the latest fashions fromParis, or the best that American designers had to offer."
