The Act for the Gradual Abolition of Slavery in Pennsylvania was passed in 1780. It prohibited further importation of slaves into the state, and required Pennsylvania slaveholders to annually register their slaves. It established that all children born in Pa. after the effective date of the Act, were free persons, regardless of the condition or race of their parents, but held that those who were enslaved in Pa. before the 1780 law came into effect, remained slaves for life. - The 4 Slaves listed in this document, were all born before the 1780 Act, and were considered slaves for life.
Following the list of Slaves, the Assessor of East Bethlehem Township, who would have sent a copy of this to the Washington County Commissioners as required by law, writes: "A true Copy by me, Anthony Horstman, Assessor".
