It's MISS VAVOOM! From the 1990's Droopy and Dripple show which was a segment on the Tom and Jerry Kids show by Hanna Barbera. She looks a heck of a lot like Jessica Rabbit. This is a cel fragment cut down from a full size cel - it is intact vertically (and still has some peg holes) ...but has been cut horizontally. We'll include a Charles Scott Gallery COA.
