WWII Wartime Japanese Sword Type 98 Shingunto With Manchuria Made Sword

WWII era Shin Gunto with Manchuria made sword. Mantetsu. The blade is 26 3/8" length cutting edge with an Ubu Ba. It is 5/16 thick and 1 1/4" wide at the hamachi. At the yokote it is 3/4 inch wide. On the omote side of the nakago at the top right there is a stamp that is listed in Fuller & Gregory as XIX control stamp of Mukaden arsenal. Manchuria 1930-1945. Below in the in the middle of the nakago in kanji is Mantetsu Kitae Tsukuru Kore - Made with foreign steel . ...A good description can be found in Fuller / Gregory page 78 at the top. On the ura there is the kanji Showa Mizu no to Hitsuji Haru - ( year of the goat) Spring , Showa 18, 1943On the back of the nakago is katakana Fu and in Japanese numerals 853.The temper is in a strong suguba that stands out very good through the many finger prints and sand paper scratches.The mounts seem to be strange. The scabbard is black and heavy iron. Could be repainted but on the back side rust seems to be pushing the paint up. Tsuba is appropriate with wear gold showing under the seppas with the number 38 stamped on all parts. This 38 is proceeded by a stamp that I cannot make out. The menuki are copper but have been painted over with black paint. The wrap is a light brown and age appropriate in wear. There is a push button release. On the kabuto gane at the top is a indistinct stamp and on the other side there is a star stamp and next to it a stamp with a circle with four arms/legs looking like a turtle? Could these mounts have been made in Manchuria when the blade was made because of the unusual stamping?
