Teddy Roosevelt Spanish American War Illustration

This is an original Spanish American War Illustration. I leave this one to the art detectives. I bought it in an antique store. It appears to be oil on illustration board. There is a side view of the illustration board. There is a little paint loss and the part of the illustration that was not shielded from light by a frame has faded some. The unframed image seems to indicate that v...arious scenes were painted on one board the then trimmed down. There is faint writing in the lower left corner that reads to me "MAGRS." I have tried several appraisers but no one has been able to shed any light on this piece. From my own personal research I have come to believe that MAGRS indicates the figure, Major General William Rufus Shafter. He and Teddy Roosevelt are the only two identifiable figures (at least that I can identify).
There is a picture of the back. I put on some acid free artist tape where the thin back layer started peeling.
The scene is a war council seen that shows Teddy Roosevelt clearing in charge. He is standing over the seated Shafter gesturing in an authoritative manner. The piece is 11 inches by 14 inches.
The frame is something I found for it after a long search. It is an antique frame that works really well with the piece. I wanted to keep the frame but it looks so good with the piece that I think I should sell them together. A couple of the corners are not tight but that could be fixed. I ordered a custom mat which I will include. When I got the mat I thought a gold colored linen would look good so I attempted to cover the mat. The gold did look pretty good but I never got a really professionally looking cloth covered mat so I pulled off the fabric and there is a little glue reside to the mat. I know this is long-winded but some people really care about these little details.
Bottle line is that I am selling the image with a really smart looking frame and throwing in the mat in case someone wants it. Great piece for the Teddy Roosevelt and/or the Spanish American War collector.
