Very nice is as found condition but no brakes or repairs were found Wheels all swivel as they should All Wheels turn but one has a frozen axle but still turns See pictures

Feedback: A note for buyers re: star ratings: The system is not like a poll where “3” is normal and “5” is above-and-beyond. A 5-star rating is “normal” and conscientious sellers expect it if you receive the item that was described here, you were charged the advertised price and it was shipped in the expected amount of time.
