Vintage Ocean City 300 Spinning Reel Rare Brown Version USA READ

I have a vintage Ocean City 300 vintage reel in rare brown.The reel works great for the exception of the bail, when clicked over to open to cast the bail only comes back half way when retrieved, but shuts all the way if pulled with hand so I don't know anything about those things and maybe a adjustment ? and other them that its a great working reel.
