I had a difficult time finding information on this lens... It seems that it's pretty rare.  The screw mount appears to measure 37 or 38mm, so I'm not sure what it is.  There is some rust on the iris blades, but the blades move very well as they are.  The unaffected blades are an interesting bright blue color that I've never seen on iris blades before.  There appears to be dust inside the lens, likely from the rust on the blades.  Otherwise, it seems a dece...nt lens!  I would certainly recommend a proper cleaning.  Let me know if you have any questions.  Cheers!
