From the little information I was able to find, it seems this is a stand for locking a carpenter's level in place. Similar to a builders level, once the carpenter's level is locked in place it can pivot 360 degrees.  Like a builders level once all three legs are adjusted and it's level all 360 degrees then it could be used as a builders level. 
CONDITION: Used condition.  It looks like one of the screw legs went missing and was replaced with the long screw that i...s shown in the pictures.
