Here is a Western Electric 5302 Rotary Dial Phone that works! The case is made of that softer material so that the phone has a solid sound not a clatter then you hang it up.
Note: somebody cut the wire for this phone (you can see it in the upper left in a photo right near where it should attach to a jack), but I was able to test it while I had it open. I could dial out, accept a call, and talk/hear just fine, but it did not ring.
