Napoleon Bonaparte, Emperor of the French, King of Italy, Protector of the Confederation of the Rhine; issued the Berlin Decree on November 21, 1806 and Milan Decree on December 17, 1807. This was in response to the British bloc...kade of all ports in an effort to financially harm France. No European country was to trade with England under threat of having their ships confiscated by the French Royal Navy. This 206 year old pamphlet, written during the War of 1812 is an address by the US Congress Committee of Foreign Relations to the President of the United States, James Madison stating that his “conduct during the resolutions of 21st day of June, 1813, meets with the approbation of the House”.
