He is busy recruiting and thinks if he recruits 15 more men he will be made a lieutenant. This is probably Corning NY. There are 11 cities in the US, that I could find, named Corning. All but one is in Union territory. The letter is signed H G Walls Recruiting Officer - it would be interesting to track h...im down.
