Ireland  Silver Ten Shilling  it's design commemorates the Eastern rising of 1916. The coin exist with the edge legend in both directions, this one in the upward direction. A thick heavy coin is about the size of the U.S. silver dollar. Over the years many of these coins were melted down in Ireland as silver prices would rise.
