Vintage Germany Metz Mecablitz Flash Unit and Power Pack Powers Up need TLC
First i need to say that i dont know much about this kind of Flash unit, so what it takes to make it Flash, if it needs to be mounted to a Camera to set off the flash , then i dont have a camera to check it out, But i will tell you what i found upon inspection
First thing i did was to plug in the electric cord to the power unit and i got nothing, so then i purchased batterys and installed them to check it... out and ''Behold'' it came alive ''lol'' the power Unit started buzzing loudly because with the back closed it rattles, so when i pull the back open the buzzing is not as loud, the on and off switch on the power pack turned it on and off, and the switch on the Flash also turned it on and off, Also the Flash unit has a little light that lit up after a few seconds, I noticed a round button that you can push, i thought that would make it flash, i pushed it in and Nothing except it changed the sound of the Buzz, so, if im right it would work if the Bulb was replaced, So then i took the glass cover off of the Light to see if i can see if the bulb was blown but i could not see it very well, it is Hidden behind a Yellow piece as picture shows, i could not see anything broken, or black, but im assuming by all the things i told you the bulb is Blown, but not 100% sure on anything
On inspection of the electric cord, you can see it has tape on the corner where it goes into the Power unit, it may be a bad cord, not sure why it powers up with a set of battery's and not the electric cord
The back had some tape on it that helps keep the plastic back shut in place, it does shut but its not latching like it should, so you probably would do the same with a new piece of tape
I have described this unit the best i know how

Also the unit has a Number 32 on the metal part of the power pack
