All the pieces are fitted together well and are not loose, I think it is functional.
Tobacco was introduced to Japan by the Portuguese in Nagasaki during the 16th C., where it was cultivated by two trade-post families (Gashi and Kohen) and eventually spread across Japan as a commodity. Kiseru was invented around that time, based on the Portuguese pipe, It evolved into something that became a piece of art. You can see very decorative ...ones that feudal lords used to have (made of gold, silver, mother-of-pearl, Cloisonné...etc), or more ordinary iron ones used by lesser samurai.
I'm not sure what the metal is, with a bamboo piece between them. The pieces were plated in solution. The bamboo is nicely finished.
The join on the tobacco cup end is not as fine as the mouth piece end; probably made by different people. The mouth piece may have been cut shorter than intended; perhaps the user wanted to be able to get more smoke through it!
