There is no maker's mark to be found but I believe it was possibly produced by Keyston Bros of San Francisco for their booth at the Expo. This would have been a perfect souvenir item for someone to purchase at their Trading Post.
Keyston Bros had a booth at the Golden Gate Exposition which was advertised as "A real ‘Trading Post’ with saddles and equipment.”... They also intricately carved a saddle that was displayed at the Expo.
This scarf slide was cast in what appears to be jeweler's bronze and measures 2" from whip to hoof and is 1" wide. The slide is marked

Lots of detail in the casting. This is rare piece.
