The bottom lower jaw portion is not missing. Not all Kapal's have jaws. A few older specimens (like this piece) were made with just the skullcap and the maxilla (face) region.
The presence of a tripod (3 metallic projections) underneath is a testament to the fact that the piece never had a jaw portion - which would've also served as a stand ( full Kapalas have only 2 projections - with... the jaw acting as the third support). The tripod enables this Kapal to stand perfectly well upon any solid flat surface.
Some remnants of old and darkened skin tissue is still present on the surface of the Kapala!!
Evidently, quite a few of the mini-skull embellishments are missing - which should come as no surprise really as this piece is very old (again, older than most Kapalas out there) and that it was subjected to many years of ritual tantric utilization.
From an old collection of a German Buddhist practitioner based in Berlin, Germany. Purchased from another practitioner in the 1970's.
Just examine photos for best description...Overall, in solid good condition for its +100 year old age. Just one of the mini-skull has fallen out - this can be easily glued back with a bit of super glue.
**** I have owned 4 Kapalas in the last 25 years that I've been collecting rare and unusual material. Sold the 3 Kapals a few years ago...This one is my last, most cherished and oldest piece - I'm now selling it.
