Soviet Russian USSR Medal Order Of The Badge Of Honor Flatback RESEARCHED NKVD?

Soviet Russian Order of the Badge of Honor, Flatback variation in the 98 thousand serial number range WITH RESEARCH awarded to a Ukrainian man for for “successes achieved in the development and restoration of industry, agriculture, science, culture, and art.” The awarding recognized post-war rebuilding efforts in Ukraine and was occasioned by the 30th anniversary of the establishment of the UkrSSR.
The recipient was likely a Communist Party functionary, economic director (i.e. c...ollective farm manager, factory director), or possibly a NKVD officer; many NKVD personnel were awarded for the rebuilding effort in Ukraine.
The research provided is a redacted excerpt of an archival document (apparently from a “closed” archive) that provides the following information:
1) a list of award recipients, the names and serial numbers of the awards presented, and the serial numbers of the accompanying order/medal booklets2) the date of awarding3) the awarding authority – both the body that authorized the award and the government official empowered to physically present the awards
To reiterate – the archival document is excerpted (i.e. snippets of pages from a multi-page file) and redacted (award serial numbers for other recipients have been blurred out). That is what I received with the Badge of Honor, and that is what I am passing on.
