World War II - Surrender - Japan. Washington. President Truman (standing, center) reads the Japanese surrender message, received tonight, to members of his cabinet in his office at the White House. Seated beside him are Admiral William D. Leahy, his chief of staff, (left), Secretary of State James F. Byrnes (second from left) and former Secretary of State Cordell Hull (white suit). Cabinet members standing in background are (left to right) WPB Chief J.A.
