You can buy one of the used untested boards on Ebay by other sellers and maybe you'll get a working board. Chances are and in 99.9% of the time you won't get a working board. They tell you it's untested as an excuse because they know damn well it doesn't work and don't want to tell you that so they can make a sale ! Get your board repaired by us and at least you'll know you have a working board when we're done. Unfortunately many buyers buy used untested boards on ebay rather then send us their used board and wind up not only buying a board that doesn't work but they end up sending us a board for repair anyway, whether it's their old board or the one they just bought.
