Vintage Hubley Die Cast Steam Shovel #488 Kiddie Toy Scoop. Everything seams to work just fine on this toy. It swivels all the way around, the crank raises and lowers the bucket arm, when raised to the top the bucket opens up, the black rubber tires underneath are in very good condition and turn smoothly. The string may or may not be the original.
