This looks like one of those sanders that you rent to get the edges on your hardwood floor. Instead of wheels on the bottom they have the metal bars that adjust up and down. The levers to raise the bars up and down do work but they do have some corrosion on them, just cosmetic, they work fine. The rest of the sander shows wear from use, paint drippings, etc. I did plug it in and it appears to work just fine.
