This is the JVC  X'eye Sega Genesis & CD Console.  This thing is very rare.  I've used it as a display piece of years.  The cd drive has not worked since I got it years ago.  The cartridge side is hit and miss.  Some games it is fine and others not.  The sound is either an issue with my tv or the system, you have to turn it way up to hear it. Still a very cool item to own.
