I am not an expert, but I think that this is a fishing license tag, looks like an identification tag for a fisherman's Line, Net, Bank-Line, Trot-Line, or Ditty Pole. The tag is marked US-FWS (United States Fish & Wildlife Service. Also marked Upper Mississippi - so it must ...be a "joint" state authorized tag, probably including Minnesota, Wisconsin, possibly Iowa and Illinois.
Shape: Shaped like a Bell
Size: It measures about 1" tall, 1" wide
Material: Aluminum metal
Age: Unknown for sure. Probably 1950s 1960s 1970s
