Avison, the director of the Presbyterian Severance Hospital in Seoul, Samuel A. Moffett, a Presbyterian missionary in Pyongyang, and Norman C. Whittemore, a Presbyterian missionary in Seoncheon, North Pyong-an Province, met with Terauchi on 23 January 1912. They told him that it was inconceivable that the arrested Koreans, who were among the most respected people in Korean society, should have legitimately fallen under suspicion.
