Vintage C. S. Osborne Leather Cutting Tool

Ok, I don’t have any idea what this tool is used for. I was assuming it was for leather works as it was with a bunch of other leather tools that were in a box I purchased at an auction. Please look at all pictures as to condition and email with any questions before bidding.
After I originally listed I found another tool like this. It should have a detachable cutting blade that would hook to the end. If you do a search for gomph leather tool you will find a picture.
