Vintage 1970s Oshkosh Metal Chrome Truck Emblem Badge Indian Head 1977

Up for auction I have a vintage 70's Oshkosh chrome metal truck emblem. It has been put on a plaque and the back is signed with the date from 1977 and a persons name? Perhaps it was given to him? It looks like Frank Russell 9/18/77.
The emblem itself is in excellent used vintage condition. Perhaps a touch of age wear but not much. It measures about 4 1/4"x11" without the plaque. The plaque is about 6 1/2" x 13". Photos describe it best! Please zoom in!
