I'm calling this a Gulf Oil can display rack due to the distinctive color scheme, but without the logo anywhere I can't be 100% certain. It has a nice simple design, with screws holding down the center of the shelves and support wires to keep them stable. Its been cleaned, so what you're seeing is rust and wear.
