I am based in Massachusetts and my eBay sales do not require a sales tax to be collected in any state as of yet as my total yearly sales are below any state's minimum requirements for either total dollars or number of transactions for a "remote seller". I am re-selling items collected by myself and family over many years and not buying... new inventory to make a profit. eBay has been programmed to look at my sales dollars and number of transactions and should not be charging the buyer a sales tax. However, Pennsylvania will require the buyer to pay a "use tax" for all remote sales and as of July 1, 2019, eBay will start charging the PA buyer the use tax whenever a transaction is made.
