Vintage Oriental/Asian Dragon Dagger - Type Knife

I don't know much about this knife. It belonged to my stepfather, who was a WW2 veteran. He kept it on a windowsill in the kitchen and occasionally used it as a letter opener. I think that's how one side of the handle got faded...from sitting in the sun sometimes. I didn't try to clean it as I don't know what its made of. In reasonably good vintage condition. One side of the handle is faded and there are some rough spots on the edges of the guard. The blade still has a decen...t edge but there is a small blemish/nick one one side. (see pic)No sheath. The knife is still sturdy; there is no movement of the blade, guard, or handle.
